How to annotate a screenshot on Windows.
Arrows, boxes, highlights and labels show people where to look before they have to ask. Here is what the Snipping Tool, Paint and Sincron can each do, and which one fits which kind of screenshot.

How do you annotate a screenshot on Windows 11?
The built-in way is the Snipping Tool. Press Win + Shift + S, select a region and click the notification that appears in the corner. The capture opens with a pen, a highlighter, an eraser, image crop and a Shapes button that draws arrows, rectangles, ovals and lines. There is no text tool: to type a label, choose Edit > Edit with Paint.
Paint adds typed text, filled shapes and ready-made arrows, but you have to paste the screenshot in and save or copy it out again. It works well when a screenshot needs a caption.
In Sincron Screen Tools you annotate before you capture. Ctrl + Shift + D opens a drawing layer over any app, with pen, highlighter, arrow, rectangle, ellipse and text. 3 ways to annotate a screenshot on Windows
From what ships with Windows to the shortest workflow. The first two need nothing installed.
Snipping Tool: annotate after you capture
Press Win + Shift + S, select a region and click the notification to open the capture. Use Pen and Highlighter to draw and emphasize. Under Shapes, pick an arrow, rectangle, oval or line, drag it over the image and change its outline or fill color; you can move and resize it until you click away. Copy with Ctrl + C.
Paint: when the screenshot needs text
Paste the screenshot into Paint with Ctrl + V. The Text tool (the A icon) types with the font, size and color you choose. Shapes include rectangles, ovals and block arrows pointing up, down, left and right, with an outline or a solid fill. Save as PNG or copy the image back out.
Sincron: mark up the screen, capture with drawings
Ctrl + Shift + D opens the drawing layer over whatever app is open. Draw with the pen; hold Ctrl for a rectangle, Ctrl + Shift for an arrow and Tab for an ellipse; Shift plus a color key switches to the highlighter and T switches to text. Then press Ctrl + Shift + C, drag over the region, and the capture opens in the Studio with your marks. Copy it or save a PNG.

The drawing layer sits on top of any app, and the app keeps working underneath. Draw on the panel below: hold Ctrl + Shift to make an arrow.

How to annotate a screenshot that explains itself
One mark per point
A single arrow to the broken field says more than three arrows scattered around. If the screenshot shows two problems, consider sending two screenshots.
A color that stands out
Red and orange show up on almost any interface. On a red screen, switch to blue or yellow. Keep the same color across a whole conversation.
Labels of a few words
A tag like "required field" or "should be $120" is enough. The long explanation belongs in the message, where people can copy and search it.
What each option leaves out
No text in the Snipping Tool
You can handwrite with the pen, but typed text means a trip to Paint. If you take dozens of screenshots a day, that round trip adds up.
Paint works on files
Each screenshot has to be pasted, edited and saved or copied again. Its ready-made arrows only point in four directions.
No blur or numbers in Sincron
Sincron has no blur, pixelation, step numbers or speech-bubble callouts. It also can't move a mark after you draw it: Ctrl + Z undoes it and you draw again.
When you can't install anything

How do I annotate a screenshot on Windows without installing anything?

Does the Snipping Tool have arrows?
